Rich Neuer is a retired Navy Prior Enlisted Officer and seasoned Human Resources professional with more than 25 years of leadership and instructional experience. He is a certified instructor with 5,000 hours, directly developing leaders, improving organizational performance, and guiding teams through complex missions and transitions.
With dual master’s degrees in Human Resources and Business Management, Rich combines academic expertise with practical, real-world leadership. He is a certified Professional in Human Resources (PHR) and Lean Six Sigma Black Belt, credentials that underscore his ability to design, implement, and evaluate effective training and organizational development programs.
Throughout his service, Rich specialized in coaching and mentoring, building resilient leaders, and aligning talent strategies with mission success. His work ranged from designing HR policies for hundreds of thousands of Sailors, to managing enterprise-level training initiatives, to mentoring individuals on career development and transition planning. These experiences now inform his consulting practice, where he helps businesses and professionals strengthen leadership, communication, and workforce development.
As the founder of Rough SEAS Navigation LLC, Rich focuses on equipping organizations and individuals to thrive in challenging environments. His consulting arm emphasizes leadership coaching, professional development workshops, and tailored training solutions that foster resilience, effective communication, and long-term growth.
